Saratoga was in overhaul in 1939. So she leased VF-3 and VS-3 to Lexington and VB-3 to Ranger.
VS-2 was transitioning from SBU-1 to SBC-4. VB-4 and VB-3 exchanged their names in july 1939.

Ranger joined Atlantic Fleet in 1939, but her VB-4 squadrons was going to convert from BG-1 to SB2U-2, so Ranger got VB-3 from Saratoga. VB-3 and VB-4 exchanged their names in july 1939
